SOLUTION TO ERADICATE CORRUPTION

Headline: More bite in corruption fight
Publication: NST

Section heading: Main Section

COMBATING corruption is one of the six National Key Results Area (NKRA) identified in the GovernmentTransformation Programme (GTP). The NKRA focuses on three key areas that are most prone to corruption, which are regulatory and enforcement agencies, government procurement and grand corruption.

One of the key initiatives for regulatory and enforcement agencies is to strengthen and empower compliance units.

This will reduce
corruption by ensuring that there are checks and balances within the enforcement agencies, preventing opportunities for misconduct to go undetected.

The
Malaysian Anti-Corruption Commission (MACC) is the lead agency overseeing delivery under the NKRA. Currently, the police, Customs Department, Road Transport Department (RTD) and Immigration Department have established their own compliance units.

MACC is now focusing on ways to enhance the compliance units of these agencies.

"I have met with the heads of the law enforcement agencies and we are currently conducting training for officers of compliance units at the
Malaysian Anti-Corruption Academy (MACA)," said MACC chief commissioner Datuk Seri Abu Kassim Mohamed.

The police, Customs Department, RTD and the Immigration Department are the four agencies perceived as having the lowest integrity
in the 2007 Malaysian Transparency Perception Survey. These four also recorded the most number of corruption cases brought to court by the MACC in 2005 and last year.

This focus on compliance units is the latest NKRA initiative being implemented to restore public confidence and increase the
Corruption Perception Index score, which saw Malaysia dropping from 23 in 1995 to 56 last year.

While it may take months before any positive results are seen, this initiatives will deliver lasting and direct impact to the rakyat, who deal with enforcement officers on a daily basis.

Compliance monitoring is crucial
in areas like the Criminal Investigations Department (CID), Commercial Crimes Investigations Department (CCID), Narcotics Department, and the Internal Security and Public Order Department in the police force; enforcement and customs divisions of Customs Department; enforcement, foreign workers, visa, pass, permit, security and passport divisions of the Immigration Department; and the enforcement division of RTD.

Apart from the compliance units, the
government is looking at implementing several other initiatives that are designed to stop corrupt practices in other key areas of public service, including institutionalising job rotations to prevent any linkage between enforcement officers and criminal organisations and creating a performance league chart for local authorities.

Other initiatives include defining the parameters of "support letters", publishing details on
governmentprocurement, and conducting studies to revamp political funding.

A "zero-tolerance" policy has been formulated to protect whistle-blowers. The Whistle-blower Protection Law act was passed
in Dewan Rakyat on April 20 and in Dewan Negara on May 6.

The
government also aims to solve corruption
cases within one year while stiffer punishment have been introduced, including a "name and shame" database that publishes the names of corrupt officers.

I think your post about how to eradicate corruption is good.

But i have another suggestion,

Lang other to eradicate corruption case was the government should plant good values into self government officers. For example, government should organise course for government official and private officer join to can increase their potential when conducting their assignment in the pejabat.Dengan, content in course that organised this should contain spiritual development aspects that with foundation of religious teaching. This can also encouraging government officer and private officer so that they can adheres to respective religion.

I think is quiet good.

The idea that you shared this very good. But this move too specific to pengawai government alone. As such, in my opinion, we have to be for move that global in nature and can fight corruption comprehensively and effective.

This is some suggestion of solutions to eradicate corruption in the Malaysian Government.

The first solutions is the law corruption.

The Anti-Corruption Act 1997 has been was enacted by government to establish the Anti-Corruption Agency, to make further and better provisions for the prevention of corruption and for matters necessary there to or connected therewith. This act can make the government easier to detect and catch the corrupt actors to make sure the government administration is clean from the corruption.

Based on the article, the second solutions is establishment of Malaysian Anti-Corruption Commission (MACC).

This commission established by government below Malaysian Anti-Corruption Commission Act 2009 to promote the integrity and accountability of public and private sector administration by constituting an independent and accountable anti-corruption body and to educate public authorities, public officials and members of the public about corruption and its detrimental effects on public and private sector administration and on the community.

do you think the elaboration is big enough or must be add?

saiful said...

For the first solutions, my suggestion is we must elaborate more.

All corruption case that reported would be investigated fully regardless of position and details on offender that convicted will be exposed to people as preventive action and sentence that quick and hard to those found guilty.

rizZuan said...

This is my suggestion for the second solutions. We need to elaborate about this commission.

Firmer punishment need to be imposed based on offence seriousness as nowadays do not have minimum sentence fixed.

The descriptions that both of you give very good. I very agree with this elaboration. So, as the final results for two suggestions of solutions to eradicate corruption in the Malaysian Government were as follows;

1. The law corruption.

2. Establishment of Malaysian Anti-Corruption Commission (MACC).

Firmer punishment need to be imposed based on offence seriousness as nowadays do not have minimum sentence fixed.

Now, i will give the two more suggestion to eradicate the corruption in the Malaysian Government.

Third solutions is education among students. Based on your first comments, the content in course that organised this should contain spiritual development aspects that with foundation of religious teaching. This is can be the elaboration of the point educations because educations includes the religious concept and moral.

Lastly, we must organized campaign through media such as printed media
and electronic media.

I need some help for both of you to elaborate this point.

Education among students.

The religious concept application and moral should be carried out. This is the very important way to develop a good students. Effort mould noble concept this should be done in life's early stages one so that apt to control. All concepts that good explained to students so that they understand need to free self and country from this corruption threat. This is can establishing a fully moral and ethical society whose citizens are strong in religious and spiritual values and imbued with the highest ethical standards. In short, education to youths able to block social spread of outbreak that so shame this so easily and effective.

What do you think?

saiful said...

Based on your suggestion, i think the sentence below are unsuitable To put in the paragraph.

This is the very important way to develop a good students.

So, my suggestion is this sentence must be remove or change.

saiful said...

Campaign through media.

Government effort to fear corruption offenders and society could be achieved through one advertising campaign that effective. This campaign aimed to increase integrity civil servants, upgrade the public service delivery system and improve enforcement agency's image. Campaign that launched must utilize mass media holistically namely from press until to internet to ensure all society audience accept that campaign.

This is my elaboration that i found it?

rizZuan said...

Saiful, thats right. i think that the best idea to remove that sentence.

nashznasrul said...

Based on both of your suggestion, i can post the final results of solutions that education among students.

4. Education among students

The religious concept application and moral should be carried out especially in country's education sector as in school and university. In short, education to youths able to block social spread of outbreak that so shame this so easily and effective.

nashznasrul said...

Saiful, your elaboration of point campaign through media is too short. We must elaborate more.

All of the images or action that displayed through the advertisement must be able to leave effect or make society think twice before they accept corruption. So, campaign that so easy yet effective become one signs that nice in war fight against this corrupt practice.

This is my addition to put in the last solutions. Are both of you agree if this elaboration be the continues of the next elaboration?

rizZuan said...

yes, im strongly agree with your suggestion.

saiful said...

Me too. I think is would make description to this move more established. Nasrul, can you post the full paragraph to make us easier to comments.

nashznasrul said...

Now, as both of you had agreed. The full paragraph of this solutions are below.

Campaign through media.
